Dr Baldev Singh Dhillon




Dr Baldev Singh Dhillon is Vice-Chancellor of Punjab Agricultural University (PAU), Ludhiana. He is an eminent agricultural scientist and is internationally known for his work on maize improvement. He obtained his Ph.D. from Indian Agricultural Research Institute, New Delhi and M.Sc. from PAU, Ludhiana with distinction. He earlier served PAU as Director of Research (2005-07) and the Indian Council of Agricultural Research (ICAR) as Director, National Bureau of Plant Genetic Resources (2000-05) and as Assistant Director General (1998-2000). He also worked as Associate Scientist at CIMMYT, Mexico (1993-94) and at University of Hohenheim (UHO), Stuttgart, Germany (2007-11).

Dr Dhillon is known for his hard work and meticulous planning. He has developed many maize varieties and hybrids including first single cross maize hybrid Paras. He conducted innovative research on maize cultivation in non-traditional winter/spring season, and now spring maize has become an important crop in North-western India. He gave new, genetically more efficient methods of plant breeding and genetic analysis which have been included in the text books. He has published nearly 400 research papers in reputed journals besides authoring several books.

As the Director, NBPGR, Dr Dhillon led large scale acquisition of germplasm accessions of plant species under Jai Vigyan Mission Mode Project and the national gene-bank became the third largest germplasm repository in the world. He also guided creation of plant genetic resource database and started a national networks on germplasm evaluation. He actively participated in negotiations/discussions on the formulation of International Treaty of Plant Genetic Resources by FAO.

He served as Regional Secretary of Society for Advancement of Breeding Researches in Asia and Oceania, the Philippines and Vice Chairman, Steering Committee, South Asia Network on Plant Genetic Resources. He has been on the Editorial Board, of international journals, namely Theoretical and Applied Genetics, Germany; Maydica, Italy; Journal of Crop Improvement, USA and Rice genetics Newsletter, Japan.

As Vice Chancellor of PAU, Dr Dhillon provided leadership to develop new technologies for sustainable agricultural development and laid emphasis on rational use of natural resources and applied inputs, integration of biotechnology with crop improvement, food processing, bio-fertilizers, bio-energy and crop residue management. Under his patronage, PAU has developed/strengthened linkages with industry particularly that of seed, food processing and farm machinery.

Dr Dhillon bagged prestigious fellowships viz. German Academic Exchange Service (DAAD) Fellowship, Alexander von Humboldt Fellowship and UHO Fellowship to work at UHO, Stuttgart, Germany. He also worked at University of Birmingham, UK with Alexander von Humboldt Europe Fellowship and Dr J.C. Bose Fellowship, 2012 by Science & Engineering Research Board. For his research contributions, Dr Dhillon has been honoured with several awards such as Dr B.P. Pal Memorial Award, the apex award of National Academy of Agricultural Sciences (2014), Rafi Ahmed Kidwai Memorial Prize by ICAR (1986-87), Lifetime Achievement Award by Punjab Academy of Sciences (2015), Om Parkash Bhasin Award for Science and Technology (2006) and Joginder Singh Memorial Award by Indian Society of Genetics and Plant Breeding (1997-98) to name a few. He is Fellow of several scientific societies such as Indian National Science Academy (FNA), National Academy of Agricultural Sciences, India (FNAAS), National Academy of Sciences, India (FNASc) and Punjab Academy of Sciences (FPAS).
